How You Can Get Free Rides on Jeepneys and Buses in Cebu

The national government is letting passengers avail free rides on jeepneys and buses.

Want to hitch a free ride to the city? 

Public transportation may be dirt cheap, but what if you don’t have to pay at all? What if you could get on modernized jeepneys or buses without worrying about the fare, and a couple of minutes later, you arrive at your destination? 

The national government has resumed its Service Contracting Program (SCP), offering free rides on jeepneys and buses while providing additional benefits to drivers and contractors.

Commuters will only have to get on the vehicle – either a bus or a modernized jeepney – sign a piece of paper, and they’ll be on their way to their destination without paying a single centavo. 

The Department of Transportation (DOTr) and the Land Transportation Franchising Regulatory Board (LTFRB) launched the SCP to support healthline workers and Authorized Persons Outside of Residence (APORs) by providing them free transportation to their workplaces. 

The program also aims to provide a temporary livelihood to public utility vehicle drivers and contractors affected by the COVID-19 pandemic. 

Rather than earning based on the number of passengers per day, drivers joining the program are paid based on their number of trips at Php84 per kilometer.

PUV operators will also receive operational incentives every week, including Php5,000.

LTFRB estimates that around 553 PUV operators, 24,408 drivers and 93,096,900 commuters nationwide will benefit from the SCP.

The third phase of the SCP will run from April 17, 2022 until the end of June 2022. However, LTFRB 7 Director Eduardo Montealto Jr. mentioned a possible extension to July 10 since some drivers started late into the program. 

Over 4 million passengers have already availed the program in Central Visayas since the first two phases in 2020 and 2021.

More than a few modernized jeepneys offer free rides around the city.


To find one of these vehicles, look for jeepneys or buses with a large green “Libreng Sakay” tarp in front.

There are several available at various public transport terminals in the city, albeit with the slight inconvenience of having to wait in line. 

Note that these vehicles do not allow standing passengers. Once the seats are all taken, you probably will not be able to get on them.   

When you get the chance to ride one, all you have to do is fill out the signup sheet that they will pass around. There is no need to present an ID. Just fill out the form with your name, address, jeepney route, contact number, and signature.

After that, you wait until you get to your destination. The jeepney will have no more barriers that were initially used to implement social distancing protocols, but you still need to be cautious while you are in the vehicle. Meaning, wear your mask at all times and make sure you have alcohol with you.

The Libreng Sakay Program has been extended to the end of June 2022.

Free rides on jeepneys and buses make traveling around Cebu much smoother. The number of jeepneys and buses may not be enough since they are highly in demand and are almost always full. But daily commuters definitely benefit from this program, especially those who have to make cutting trips. 

In a way, the program also promotes public transportation today, particularly among those who only need to travel to nearby areas, lessening the number of vehicles on the streets. 

Not only does the program provide free rides, but they are also helping drivers and contractors who have been struggling since the start of the pandemic.

So while the program is still ongoing, you might as well take advantage of it.
