TOPS is famous for offering a stunning view of Cebu City, frequented by couples, families, and friend groups since its inception in 1985.
The 360-degree view of Cebu and its neighboring islands made it one of the biggest tourist attractions in Busay, welcoming an average of 1,000 to 2,000 visitors a day, according to an article by Sunstar.
However, this Cebu tourist attraction closed its doors for a while to build a better infrastructure and offer better services to visitors. With this, they aim to highlight and improve the city’s tourism sector.
This includes quality amenities that give the place a more modern look, as well as affordable eateries and recreational areas for visitors to make the most of their stay.
Construction lasted for over a year, with Cebuanos and tourists patiently awaiting its reopening.
In 2024, it served as a Valentine’s Day special, giving visitors the opportunity to enjoy the new and improved look of Tops.
TOPS SOFT OPENING
The iconic Cebu tourist attraction just got bigger and better.
TOPS had its soft opening on February 14th, revealing the first phase of the over Php 1 billion redevelopment plan for the 10-hectare property.
This phase highlights the new park aptly called “The Circle.” The spacious area has a 5-storey structure that provides visitors with more vantage points for enjoying the view and taking photos.
TOPS will also welcome a total of 22 establishments, consisting of original concepts to Cebu, including brands from Manila. You can try out the New York-style pizza from Queens, Thai food from Celadon, and Filipino ice cream from Polar Treats Sorbetes.
Tables and chairs are in place to give customers a comfortable place to enjoy their meals.
Aside from the aforementioned establishments, Top of Cebu, which is a few meters below, also reopened in time for the soft opening.
You can expect more exciting things at TOPS, as management plans on opening several recreational areas and retail outlets. Children and the young at heart can look forward to the mini golf course, mini zoo, and arcade.
They will also be introducing Hostel Honeycomb (taking inspiration from the iconic hexagonal tiles at Tops), which is for backpackers. The hostel can accommodate around 80 people, with three private rooms and seven dormitories.
You can buy some merchandise at the souvenir shop, with Tops-printed items like shirts, jackets, umbrellas, mugs, hats, and many more. Each item serves as a piece of memorabilia from your visit to TOPS.
TOPS will also be adding elevators, ramps, and golf carts to cater to persons with disabilities (PWDs), pregnant women, and elderly guests.
New architectural features like spiral staircases and large beams are part of the new look, despite retaining the iconic arches and hexagonal tiles that have been a staple of Tops since the very beginning.
The Circle will serve as an event space, which can accommodate around 5,000 people. Cebuano rock band Missing Filemon were the first to perform here during the soft opening.
There is also an event space on the third floor, which can be used for more intimate gatherings such as wedding receptions and birthday parties.
They have definitely given the entrance area a new modern look that will attract foreigners and locals alike.
GOING TO TOPS
Like many tourist spots along Cebu Transcentral Highway, the best option to get to TOPS via commute is by taking a taxi or habal-habal.
You can also avail the new buses that take visitors to and from the site. You will find these stationed at the Cebu IT Park Bus Terminal, going on hourly trips. You have to pay a 200Php entrance fee, which is already inclusive of a ride to and from TOPS.
The buses are easy to find, as they have “TOPS” printed on the side. They depart on time and there are strictly no stopovers along the way.
The last trip is at 3 AM, so you can visit at night if you want to enjoy the mesmerizing view of the city lights.
Finally, Tops has a new parking space, standing 8 storeys tall. It can accommodate over 800 vehicles.
Customers can take a free ride from the parking space to the entrance via golf carts.
The soft opening has highlighted many major improvements, and there is much more to expect from this redevelopment project during its grand opening.
For many of us, TOPS has been an iconic destination known for giving us the best view of Cebu City – day and night. It has hosted many events over the years and became part of many core memories among Cebuanos.
Then again, this is only a slice of what is to come.
